California gubernatorial candidate Xavier Becerra is facing growing criticism from former colleagues in the Biden administration as he climbs in early polling for the state’s top office. The debate over his leadership record has become a defining issue in the increasingly competitive race.
Becerra, who previously served as U.S. Health and Human Services Secretary and California Attorney General, has built his campaign around his long résumé in public service. At a recent debate, he argued that his experience managing major crises makes him uniquely qualified to lead the nation’s most populous state.
“I’ll make sure as governor I tackle these crises because I’ve been through these crises before and had to handle them,” he said, emphasizing that California needs “someone with experience” rather than a candidate learning on the job.
Criticism From Former Administration Officials
Despite his message, several former Biden-era officials have publicly and privately questioned his performance while leading the Department of Health and Human Services (HHS). Some described his tenure as ineffective during high-pressure national emergencies, including the COVID-19 pandemic, a nationwide infant formula shortage, and the surge in unaccompanied migrant children at the U.S.-Mexico border.
One former White House official, speaking anonymously, said Becerra struggled to manage the scale and complexity of the department.
“He did not have the grasp of the agency or the role that you want in an executive,” the former official said, adding that leadership and coordination challenges were evident during major public health crises.
Other critics pointed to inconsistent messaging during the pandemic and delays in addressing supply chain issues related to infant formula. Some also said coordination between federal agencies during the migrant child influx was insufficient.
Defenders Highlight Policy Achievements
Becerra’s campaign strongly rejected the criticism, pointing to endorsements and praise from other former colleagues in the Biden administration. Supporters argue that he played a key role in advancing major health policy initiatives, including drug pricing reforms and expanded healthcare access.
Former Energy Secretary Jennifer Granholm praised Becerra’s handling of national challenges, while former Labor Secretary Julie Su described him as a committed advocate for working families.
Senior Biden adviser Neera Tanden also defended him, citing accomplishments such as Medicare drug price negotiations, insulin cost reductions, and expanded healthcare coverage.
Political Stakes in a Tight Governor’s Race
The debate over Becerra’s leadership comes as the California governor’s race becomes increasingly crowded and competitive. Following the exit of former Rep. Eric Swalwell, Becerra has risen near the top of recent polls alongside businessman Tom Steyer and Republican candidates Steve Hilton and Chad Bianco.
With the state’s nonpartisan primary approaching on June 2, the top two candidates will advance to the general election regardless of party affiliation.
During a recent debate, opponents seized on Becerra’s federal record. San Jose Mayor Matt Mahan accused him of failing to effectively manage COVID-19 response efforts, arguing that federal leadership had to step in during critical moments.
Becerra pushed back, framing the criticism as a consequence of his rising status in the race. “This is what happens when you take the lead in the polls,” he said.
Campaign Controversies Add Pressure
Beyond policy debates, Becerra’s campaign has also been affected by legal and ethical controversies involving individuals tied to his past political operations. Separate guilty pleas from former associates in connection with campaign fund misuse have drawn renewed scrutiny, though Becerra has denied any involvement.
His campaign has also faced criticism over his response to media questioning during a recent television interview, where he appeared to challenge the framing of questions, prompting accusations from opponents that he avoids tough scrutiny.
Campaign representatives say the allegations are politically motivated and argue that Becerra’s record reflects effective leadership under challenging conditions.
As the race intensifies, voters are now weighing competing narratives: one portraying Becerra as an experienced crisis manager, and another questioning his ability to lead one of the world’s largest and most complex state governments.
