The Canadian government has announced temporary border restrictions that will prevent most foreign nationals who have recently traveled to the Democratic Republic of the Congo (DR Congo) from entering the country, citing efforts to reduce the risk of Ebola spreading into Canada.
The emergency measure comes as health authorities continue responding to a major Ebola outbreak in the Central African nation.
New Border Rules Take Effect
According to Canada’s Public Health Agency, foreign nationals who have been in the Democratic Republic of the Congo within the previous 21 days will be temporarily denied entry into Canada.
The restrictions are scheduled to take effect at 11:59 p.m. on July 20, 2026, and are intended as a precautionary public health measure while the outbreak remains active.
Canadian officials said the policy is designed to lower potential health risks, although they emphasized that the measure is temporary.
WHO Opposes Travel Restrictions
Canada’s decision differs from guidance issued by the World Health Organization (WHO), which continues to advise countries against imposing travel or trade restrictions related to the Ebola outbreak.
The WHO has repeatedly stated that blanket travel bans can contribute to stigma, discourage disease reporting, and complicate outbreak response efforts. The organization maintains that the overall risk of international spread remains low when appropriate screening and public health measures are in place.
Health officials have also stressed that Ebola transmission is not linked to nationality or ethnicity and urged governments to avoid actions that could fuel discrimination.
Ebola Outbreak Continues in DR Congo
The Democratic Republic of the Congo is currently battling one of its most serious Ebola outbreaks in recent years.
As of July 15, 2026, health authorities had reported more than 2,100 confirmed Ebola cases, including 828 deaths.
Medical teams and international health organizations continue working to contain the virus through surveillance, treatment, contact tracing, and vaccination efforts.
How Ebola Spreads
Ebola is a severe viral disease that spreads through direct contact with the blood or other bodily fluids of an infected person, as well as contaminated objects.
Common symptoms include:
- Fever
- Severe weakness
- Muscle pain
- Vomiting
- Diarrhea
- Internal or external bleeding in severe cases
Early diagnosis, supportive medical care, and rapid isolation of infected individuals are considered essential to controlling outbreaks.

Canada’s announcement follows similar action taken by the United States, which recently introduced enhanced travel measures for people who had recently been in the Democratic Republic of the Congo.
Several humanitarian workers involved in Ebola response efforts have also been placed under precautionary quarantine after leaving affected areas.
