An ODNI spokesperson confirmed the initiative was motivated by the fact that similar voting technologies are widely deployed across the United States, highlighting the broader implications of any discovered weaknesses. The evaluation uncovered troubling cybersecurity and operational flaws, including the use of cellular modems connecting to networks outside the U.S., which could pose significant risks to election integrity.
This development follows increased tensions around federal involvement in state and territorial elections, especially after former President Donald Trump publicly advocated for “nationalizing” elections and expanding federal oversight in states where he alleges voter fraud could occur. Trump’s persistent claims about the 2020 election being “rigged” remain unsubstantiated, despite multiple investigations and court rulings affirming the election’s legitimacy.
Tulsi Gabbard, Director of National Intelligence, has also drawn attention for her recent presence during an FBI search of an election center in Fulton County, Georgia, where agents seized ballots from the 2020 presidential election. Gabbard has defended her role, stating that ensuring election security against foreign interference is a core responsibility of her office.
However, critics have questioned the motivations behind the ODNI’s actions in Puerto Rico. Pablo Jose Hernandez, Puerto Rico’s nonvoting congressional representative, dismissed the agency’s intervention as politically driven, emphasizing the absence of evidence for foreign interference on the island. He called for transparency and clarity, asserting that voters deserve factual information rather than political theatrics.
Experts note that Puerto Rico’s voting machines—specifically Dominion ImageCast Precinct scanners—have been scrutinized previously by cybersecurity authorities, including the U.S. Cybersecurity and Infrastructure Security Agency (CISA). Common vulnerabilities involve hardware security, exposed ports, and the potential for unauthorized code insertion. Nevertheless, some analysts express skepticism about the severity of the risks highlighted by the ODNI. Mark Lindeman, a voting technology expert, suggested that the use of cellular connections outside U.S. networks might be a standard configuration for Puerto Rico due to its geographic location, rather than a critical security flaw.
Congressional Democrats have raised alarms over what they perceive as an effort by the current administration to interfere in vote counting and election administration ahead of the 2026 midterm elections. Senator Mark Warner, vice chair of the Senate Intelligence Committee, warned of a coordinated attempt to undermine election safeguards, describing it as a political strategy by the former president to avoid electoral defeat.
Despite concerns, U.S. officials have found no conclusive evidence of foreign adversaries compromising election systems during the 2024 cycle, though foreign actors continue information operations aimed at influencing voter sentiment. The 2016 election remains a notable exception, with documented breaches of voter registration databases by Russian operatives—though no votes were altered.
