San Diego, California — Federal wildlife officials have launched an investigation after a video surfaced online that allegedly shows a man kicking and harassing a protected sea lion at a popular beach in La Jolla.
The reported incident occurred Wednesday evening near La Jolla Cove, a well-known coastal area famous for its large population of California sea lions and harbor seals. The location attracts thousands of visitors each year, while authorities continue efforts to protect marine animals that gather along the shoreline.
The National Oceanic and Atmospheric Administration (NOAA) Fisheries Office of Law Enforcement confirmed that it is reviewing the incident after receiving reports about the video.
NOAA spokesperson Rachel Hager said the footage appears to show an individual interacting with a sea lion and “appears to be kicking the animal.” Officials said the investigation remains active and additional details cannot be released at this stage.
Viral Video Sparks Public Outrage
The video, which circulated on social media before some related accounts were removed, reportedly shows a young man approaching a sea lion resting near a seawall. The footage appears to show the individual repeatedly moving toward the animal and kicking in its direction as the sea lion attempts to move away.
The person seen in the video has not been publicly identified, and authorities have not confirmed the authenticity of all details surrounding the footage.
The San Diego Police Department said it received public tips regarding the incident and directed concerns to federal wildlife officials. San Diego Mayor Todd Gloria also requested a review of the video and condemned the alleged behavior.
“This kind of animal cruelty is unacceptable,” Gloria said in a public statement, emphasizing the need to protect local wildlife.
Sea Lions Protected Under Federal Law
California sea lions are protected under the Marine Mammal Protection Act, which prohibits actions that harass, harm, or disturb marine mammals. Violations can lead to significant financial penalties and potential criminal consequences.
Wildlife advocates have urged authorities to take action if the allegations are confirmed.
Robyn Davidoff, chair of the Sierra Club Seal Society, said that harming protected animals should be treated seriously and that such behavior cannot be tolerated.

To reduce conflicts between visitors and wildlife, San Diego officials have placed warning signs, restricted access to certain areas, and advised people not to approach the animals.
Despite these protections, encounters between tourists and sea lions continue to occur due to the popularity of the area.
Earlier this year, park officials reportedly intervened after visitors were accused of disturbing sea lions at La Jolla Cove. Similar wildlife harassment cases have also occurred in other coastal regions, highlighting ongoing concerns about human interactions with protected marine species.
