Maryland lawmakers will return to the state Capitol in August for a special session focused on congressional redistricting, as Democratic leaders consider a constitutional amendment that could reshape the state’s future electoral maps.
The Democratic-controlled Maryland General Assembly is scheduled to begin the special session on Aug. 3. Legislators will debate whether to send a proposed amendment to voters during the November general election that could change how future congressional districts are drawn.
The effort follows an earlier attempt by state Democrats to redraw Maryland’s congressional map in a way that could potentially give Democrats control of all eight U.S. House seats. Democrats currently hold a 7-1 advantage in the state’s congressional delegation, with Andy Harris serving as the only Republican member.
Lawmakers said the proposed amendment would clarify parts of the Maryland Constitution related to congressional redistricting after a 2022 court decision blocked an earlier map. That previous map was criticized by opponents who argued it unfairly favored Democrats.
If approved by three-fifths of both legislative chambers, the amendment would appear on the Nov. 3 ballot for voters to decide. A successful vote could allow lawmakers to reconsider congressional boundaries during a future redistricting cycle.
Joseline Peña-Melnyk said the special session would provide an opportunity to create a clearer legal framework for redistricting while allowing voters to have the final decision on any constitutional changes.
Republican lawmakers criticized the move, arguing that it would weaken representation for voters who support the GOP. Justin Ready, the Senate minority whip, described the proposal as an attempt to increase Democratic influence in Congress.
The Maryland debate is part of a broader national fight over partisan redistricting. Traditionally, congressional districts are redrawn every 10 years after the census, but recent political efforts have pushed some states to consider changes outside the usual timeline.
The issue has intensified after Donald Trump encouraged Republican-led states to pursue mid-decade redistricting efforts aimed at strengthening their congressional position. Democratic leaders in several states have responded by exploring similar strategies.
A recent Supreme Court of the United States ruling affecting the Voting Rights Act of 1965 has also influenced redistricting debates by changing how some states approach congressional maps.
Earlier this year, Maryland’s House of Delegates approved a new congressional map, but the proposal stalled in the state Senate. Senate leaders raised concerns that the plan could face legal challenges.
Wes Moore has supported renewed redistricting efforts and welcomed lawmakers’ decision to return for a special session.
