North Korea’s Kim Jong Un says new military goals to be set at party congress

SEOUL, South Korea — North Korean leader Kim Jong Un announced that new military and construction goals will be unveiled at the upcoming Ninth Congress of the ruling Workers’ Party, state news agency KCNA reported Thursday. He highlighted advancements in missile technology integrating AI systems.

On Wednesday, Kim attended a ceremony presenting 50 “600 mm-caliber” multiple rocket launchers to the party congress. KCNA reported that these launchers are “virtually no different from a high-precision ballistic missile in terms of precision and power” and are suitable for “special attacks” and “strategic missions.” The systems incorporate AI technology and compound guidance systems, suggesting potential nuclear strike capabilities.

The ceremony coincided with the groundbreaking of a new construction project in Pyongyang’s Hwasong District, emphasizing parallel military and infrastructure development.

Kim stated, “The Ninth Congress of our Party will declare the next phase of the self-reliant defense initiative and goal… Our military capabilities will be constantly renewed to strongly subdue any threats and challenges from outside forces.”

Political Context

The Ninth Congress, North Korea’s largest political gathering, reviews past achievements, sets new policy goals, and can influence leadership changes. Analysts expect it could start as early as Thursday or Friday this week.

Kim’s sister, Kim Yo Jong, also addressed tensions with South Korea, praising Seoul’s official expression of regret for sending drones into North Korean territory. She warned that the North Korean military would increase vigilance along the border, emphasizing that “the border with the enemy should be solid.”

South Korea’s defense ministry is reviewing a partial, unilateral restoration of the 2018 military agreement with North Korea, including suspension of some military activities and a self-imposed no-fly zone along the border, in coordination with the U.S.

International Implications

The developments highlight Pyongyang’s continued focus on military modernization and strategic deterrence, including precision-guided weapons and AI-enhanced systems, amid ongoing regional tensions and U.S.-South Korea military cooperation.
