Washington state is grappling with the aftermath of a series of intense storms that have flooded communities, triggered evacuations, and highlighted the urgent need for proactive flood mitigation projects. Officials warn that federal funding delays have left critical infrastructure initiatives in limbo, potentially putting residents at greater risk from future disasters.
The Pacific Northwest was hit by an atmospheric river in December, sending torrential rainfall across the region. This natural phenomenon, which channels tropical moisture from the Pacific Ocean, forced at least 1,300 rescues, inundated thousands of homes, and claimed one life. Experts caution that such storms are expected to intensify as climate change increases rainfall and reduces snowpack, raising the likelihood of catastrophic flooding in the future.
Washington had secured tens of millions of dollars in federal grants for projects designed to protect flood-prone areas. These initiatives include elevating homes, relocating residents from high-risk zones, and constructing levees and floodwalls. However, many of these programs have stalled due to funding disputes at the federal level.
Earlier this year, the Trump administration attempted to cut approximately $182 million in Federal Emergency Management Agency (FEMA) funding earmarked for Washington’s natural hazard mitigation projects. The state, along with more than 20 others, challenged the move in court and recently won a summary judgment. Despite this legal victory, the funds have yet to be disbursed.
Additionally, another $31 million in disaster prevention grants remains on hold, awaiting approval from U.S. Secretary of Homeland Security Kristi Noem. The department instituted a policy requiring her personal approval for any spending over $100,000, contributing to further delays.
Officials emphasize that while stalled funding would not have prevented immediate damage from December’s storms, it is essential for reducing future risk. Tim Cook, Washington’s state hazard mitigation officer, highlighted that pre-disaster mitigation programs save six dollars for every dollar invested, according to the National Institute of Building Sciences.
Local projects have been directly affected. In Hoquiam and Aberdeen, nearly $98 million in federal funding was intended for levees, floodwalls, and raised roadways. City officials warn that completing these projects is vital for the towns’ economic stability and long-term safety. Similarly, a Pierce County program to relocate residents from a flood-prone mobile home park has been delayed, leaving properties vulnerable. Orting’s planned setback levee, designed to prevent river overtopping, also faces indefinite delays.
While some projects, such as property buyouts and home elevation programs, would not have changed the outcome of the December storms due to their long construction timelines, officials stress their importance for future preparedness. In particular, a state initiative to acquire and convert 530 high-risk properties into open space buffers has been stalled since June due to federal review requirements.
As Western Washington braces for the next atmospheric river, state officials are calling for swift action to resume stalled mitigation efforts. “These events reinforce the need to invest in pre-disaster programs to reduce damage and protect communities,” Cook said.
With rising climate risks, the delay of federal flood mitigation funding has become a focal point in discussions about disaster resilience and infrastructure preparedness in Washington state.
